australia waives ethiopia debt

Good to see Australia is doing something positive for Ethiopia; we just waived the country's $8 million debt.
It would be interesting to know how this "debt forgiveness" thing works. Were we directed to do it or is it voluntary? What other countries also participate? Anyone have any pointers - email me while comments are still down. Cheers.
