The W3C has released Architecture of the World Wide Web, Volume One as a Recommendation (Recommendations are the "standards" put out by the W3C). It summarises the current best practices for web-based technologies.

This document should be required reading for anyone who writes web-based applications. Companies and other organisations that produce web applications should enforce it as policy.

If a web-based application does not follow any part of the Recommendation, it should be considered a bug and should get fixed.
